Per city ordinance (ORD. NO. 1993-13, 2.05, 9-8-1993) SEC 78-74
GRASS CLIPPINGS: No person shall discharge or permit the discharge of grass clippings upon any public street, alley or any surface water gutter or drain in the city.
GRASS CLIPPINGS are considered to be litter. The penalties for littering range from a notice of violation or a civil penalty of $25.
