Congresswoman Erin Houchin of Indiana’s 9th District and Congressman Jake Auchincloss of Massachusetts’ 4th District have introduced the AI Warnings And Resources for Education (AWARE) Act, which is the first House bill to address the increasing use of AI chatbot companions by minors.
The proposed legislation instructs the Federal Trade Commission (FTC), along with other federal agencies, to develop public resources aimed at parents, educators, and minors. These resources will focus on how to interact safely and responsibly with AI chatbots. The guidance will include information on identifying unsafe bots, understanding privacy and data collection issues, and recommendations for family oversight.
This initiative follows recent efforts by the FTC to examine chatbot safety. The AWARE Act seeks to move beyond research by providing practical tools that families can use when dealing with AI companions.
“AI technology is advancing quickly, and it can offer real opportunities for learning and connection. But parents deserve clear tools to make sure their children are using it safely and at age-appropriate times,” said Rep. Houchin. “The AWARE Act gives families practical guidance to navigate AI chatbot companions with confidence, because protecting kids in the digital age must always come first.”
"Facebook’s internal documents said it was OK for chatbots to have ‘sensual’ conversations with 12-year-olds,” stated Rep. Auchincloss. “Parents disagree, and we’re going to protect our children."
As AI companion technologies become more widespread, this bill aims to equip families with relevant information about their use. The legislation also marks an initial step in broader discussions about social media and online safety for children.
Erin Houchin has represented Indiana’s 9th District in Congress since 2023 after previously serving in the Indiana Senate from 2014 to 2022. She was born in Salem, Indiana in 1976 and continues to reside there.
